Planting Rosemary
Rosemary should not be grown from seed, as the success rate is low and plants are very slow to grow. Instead, grow from seedlings or propagated cuttings. Rosemary prefers well-draining sandy soil rich in organic matter, and thrives in full sun. In colder climate regions, rosemary should be planted in containers so it can be brought indoors over winter.
Growing Rosemary
Rosemary loves dry soil, and plants grown in the ground don't require frequent watering after the first week or two of being transplanted. In colder climate regions, rosemary may benefit from a low-nitrogen fertiliser after planting. Harvesting established sprigs will encourage continued growth.
Harvesting Rosemary
Snip off older, outer rosemary sprigs as needed. Use leaves fresh, or bundle multiple sprigs together with string and hang in a warm, dry area. Once leaves begin to fall off, remove the dried leaves into a bag by rubbing the stems.

You're most likely over-watering it, and if not, the soil is not draining properly.
Rosemary is a drought resistant plant, from the Mediterranean region so it likes a mostly dry environment. Water it once a week but only if it needs it, check the soil with your index finger, down to your 2nd knuckle. If it's still wet, your plant is fine. If it's dry, give it a good soak, then leave it alone for another week.
Over the winter, we've found that it does well in a room that gets daylight all day, but it's still warm, IF it's in a pot able you can move out indoors.
If it's outside, cover it with burlap really well if you'll have a very cold winter, like freezing or below!, and DON'T water it after the first frost. Keep an eye on your weather forecast!! And good luck!
